intentional failure to report death in order to receive deceased pension

Japan has taken fraud perhaps to a new level...Some families have been collecting the pensions of their deceased family members for almost 30 years now. Beyond the fact that this is a terrible act of theft and fraud, clearly we have some serious issues on our hands if the "old-old"in Japan are stealing from the dead. If we thought Japan had it all figured out, we are seriously doomed.
